Phillip Samuel has been identified as a Lavonia man who was killed in a boating accident by his brother on Lake Hartwell.
Around 11:45 p.m. on Friday, August 2nd, wardens of the Law Enforcement Division of the Georgia Department of Natural Resources (DNR) were called to the Poplar Springs boat ramp on Lake Hartwell regarding reports of two jet skis colliding near the boat ramp.
Phillip Samuel, 27, was on a jet ski when he was struck by his 20-year-old brother, who was arrested.

Samuel was pulled from the water by a boat that came by and was given CPR by people on board. A short time later, medical officials said he’d died.
Georgia DNR officials arrested the 20-year-old brother for boating under the influence of alcohol (BUI) and booked into the Franklin County Detention Center.
He has not been identified.
The crash remains under investigation by the Georgia DNR Critical Incident Reconstruction Team (CIRT).
